10 STEPS TO DEVELOPING AN ADVOCACY CAMPAIGN
(by Alejandro Huerta, California Family Health Council)

1.  Identify the problem
2.  Identify possible solutions
3.  Check the political climate/landscape
4.  Select the "gold standard" solution
5.  Develop a messaging platform
6.  Identify key partners (drivers and passengers)
7.  Identify legislative leaders
8.  Develop a concrete action plan with a timeline and tracking mechanism
9.  Develop a concrete communications plan with sample content for traditional and social media (engage the opposition early)
10. Identify and approach targets (key decision-makers, champions, problem-solvers, direct influencers, and important constituents in legislator's districts)
